What are Groups of Persons?

We collaborate with Groups of Persons (previously Trailblazer Groups) to help shape high-quality, future-focused apprenticeship assessments that reflect occupational needs.

Where it all began

In 2014, major apprenticeship reforms took place to ensure apprentices received an independent assessment at the end of their training. As a result, the end-point assessment was born. Fast-forward to 2025, and the government announced further reforms, creating more flexible, industry-led assessment approaches that reflect the skills employers need.

The apprenticeship reforms

The 2025 reforms focus on improving how apprentices are assessed by simplifying assessment methods and reducing duplication. These changes are being introduced gradually across all apprenticeship levels.

Assessment on programme

Apprentices can now be evaluated on specific skills during their training, helping them progress efficiently and build competence.

Provider-led assessment elements

Training providers may deliver and mark specific assessment components, with independent organisations maintaining overall quality and integrity.

Simplified assessment plans

Assessment plans are now clearer and more focused on occupational competence, ensuring apprentices are tested on what matters most.

Groups of Persons

At the heart of the apprenticeship reforms are Groups of Persons who define the standards apprentices must meet and shape how apprentices are assessed under the new EPA-inclusive model. The Groups of Persons include key industry members such as employers, sector experts, and stakeholders.
